SPLASH- Spatial Planning and Local Agreements for Small Hydro
SPLASH project is financed by the European Commission under the ALTENER element in the IEE Programme. The project, which started in 2003 and will finish in September 2005, covers 5 countries and includes 8 partners.
Objective
- SPLASH aims at preparing pilot spatial and policy plans for small hydro. The spatial planning process can indeed facilitate the development of SHP:
- Upstream evaluation of the excluded areas for SHP development due to administrative or technical reasons, will lead to a decrease in risks and costs of SHP development.
- Better evaluation of the impacts on the environment, by the broader scale analysis of the impacts and the potential interactions of SHP projects.
- Improvement of the dialogue between stakeholders and a public participation process facilitates potential compromises with other river uses.
The SPLASH project clearly intends to take advantage of the experience already developed in the wind sector in Europe, for which different approaches for spatial planning have already been developed. Some of the partners in the Splash project have already worked on this issue before. The SPLASH project also tries to take into account other approaches to the spatial planning of territory.
Partners
France (ADEME and IED), Greece (Alpha Mentor), Ireland (Cork County Council), Poland (MAES), Portugal (CEEETA). In addition ESHA, ENTEC and Energie-Cités are contributing their expertise to the various deliverables and IED is coordinating the project. Ademe and IED are responsible for providing the French contribution to the project.

SPLASH guidelines for Micro-hydropower development
This guide to Micro Hydropower Projects (MHPP), developed in the framework of the SPLASH project, is designed to present the main concepts and stages in MHPP development in a comÂprehensive form and simple language. It provides updates on recent developments in technology and relevant procedures.
The text underlines the most frequent difficulties experienced in the development of small and micro hydropower projects, and the methodology described is intended to help developers avoid or overcome these difficulties.
